The article reports on the announcement by the New Zealand government that it would begin levying a "carbon tax" of carbon dioxide emissions beginning April 1, 2007. The government says that the carbon tax will be offset by reductions in other taxes. A few of the nation's most energy-intensive businesses will be exempted from the carbon tax in return for their pledge to reduce carbon emissions. The government hopes this move will avoid forcing them to shut down or relocate. The tax will impact homes and businesses. The government expects it to add six percent to household energy bills and nine percent to most business energy bills, but to help the economy in the long run. Meanwhile, over the last several years, New Zealand's forest industry has actually cut back on planting trees to take carbon dioxide out of the atmosphere.
