The article discusses the conclusion of the Low Committee that the District Council of Trade Unionist system should be maintained and expanded into the majority of constituencies without DCTUs in Great Britain. The Committee believes the union organization had been of greater use to the Conservative Party than its numbers or visibility suggested but, ten years after Keatinge, the movement required a boost. This was to be provided by an Industrial Forum, organized on an ad hoc basis to teach trade unionists about the structure, working and rules of their unions, train them to speak in public, and encourage participation in their unions. Pilot schemes were launched in the West Midlands and North-West; in the latter the Forum was described as successful but in the West Midlands no new contacts were made, and no new presentation of policies undertaken..
