The article presents a profile of Greek academic economist Ioannes Soutsos as a means to understanding the nature of economic liberalism and economic policy reform in Greece during the 19th century. Soutsos is described as one of the only academic economists involved in the debate and policy making in Greece during this period who advocated reforms that would free the economy from government supervision. Soutsos's biographical background and a review of his work are presented. His theoretical approach in the context of the evolving Greek economy and the influence of French economic mentors Jean-Baptiste Say and Pellegrino Rossi on his ideas is examined. The originality of Soutsos's version of economic liberalism is assessed.
