The article examines American foreign policy in the public service of former United States President Thomas Jefferson. The main source of Jefferson's appeal lies in the facility with which he evoked the meaning of the American experiment in self-government. The Jeffersonian legacy in foreign policy has been identified with a conception of the role that external affairs should play in the American scheme of things. Foreign policy's purposes and objectives may be properly understood only as a means to the end of safeguarding and encouraging individual freedom and well-being.
