The topicality of the issue of a participatory democracy is largely determined by the weakness of the current representative institutions and low residents trust in them. The state of affairs in Latvia is fairly similar. A sign of the crisis in the democratic representative institutions is the low trust in the public authorities, decrease in the electoral participation, little interest to become involved in any forms of the representative democracy. According to the data of the Eurobarometer 78 survey, conducted in autumn 2012, 13% of the residents of Latvia tend to trust the parliament and 17% - the government. The indicators of the public trust in these public authorities are lower than the average in the EU and candidate countries, as well as in the Baltic states. Although the level of the citizens' trust in the local government in Latvia is comparatively higher (average - 45%), the voter turnout in the local elections is lower than in the parliament elections. Already since 1999, various forums in Latvia have debated the role and introduction of the local referendums. Since 2011 this issue has been updated in the form of a draft law, and in January 2013 it was considered and accepted by the government. The draft law requires the introduction of local referendums in Latvia on July 1, 2013. The aim of the article is to analyze the advantages and disadvantages of the introduction of local referendums, as well as to study whether the introduction of local referendums could increase the level of the citizen participation and lessen the crisis of trust in the representative bodies.
