In the last twenty years, the development of information and communication technologies has enabled a fundamental transformation of modern public administration. Recognizing the importance of ICT, many international organizations have begun to view e-Government as a global phenomenon and a means to achieve "good governance", to improve the quality of public service delivery, and to improve the system of public administration. In the global context of e- Government, Serbia has made significant first steps. Yet, it is obvious that the establishment of e-Government entails numerous challenges. Therefore, substantial and rapid reforms have to be undertaken in this field as well, as part of the EU accession process and strengthening of the global position of Serbia. [ABSTRACT FROM AUTHOR]
