The article provides a brief history of the motion to recommit of the U.S. House which has its antecedents in the British Parliament and has existed since the First Congress. Evolution of the motion to recommit includes its preference given to House members who are friendly to the bill, the debatable, divided and controlled status of its instructions, and amendments of its rules to preclude special rules.
