Common to criminal sanctions is the exercise of the protective function of criminal law. Thus, the purpose of security measures and punishment is to suppress conduct that harms or endangers the goods protected by criminal law. Therefore, the similarity between the security measures and the punishment is reflected in the fact that they are pronounced on the occasion of a committed criminal offense, and the goal is that the perpetrator of that criminal offense does not commit such offenses in the future. Both the security measure and the punishment represent deprivation, ie restriction of certain rights of the perpetrator of the criminal act. Although these are different rights, a common feature of these two criminal sanctions is the deprivation or restriction of a right of the perpetrator of the criminal offense. [ABSTRACT FROM AUTHOR]
