Mogan and Eymir lakes, which are located 20 km south of the capital Ankara, are important recreation areas and aquatic ecosystems as well as from time to time in terms of drought and flood. The lakes are frozen on very cold winter days. The maximum depth of Mogan and Eymir Lake is 4.7 m and 5.6 m, respectively, according to the measurements between 2015 and 2018. Controllable regulators was built in front of Eymir in 1957 and Mogan in 1974, against drought and flooding. The lakes are connected with surface and groundwater flow. During dry periods, the regulators are closed to prevent downstream discharge from both lakes, thus preventing the water level from falling. Nevertheless, in long dry periods, the water level drops significantly due to evapo-transpiration, and occasionally flooding events occur after heavy rains and sudden snow melts. For example, in the last 50 years, in 1974, 2007 and 2017, the water level in Lake Mogan has decreased significantly (1 m lower than the average) and the lake has shrunk. Water level and flow measurements in lakes started from 1960 but were interrupted from time to time. Regular measurements have not been encountered. In this study, how the Mogan and Eymir Lake were affected by the drought, flood and extreme cold before controlling by the regulators (under natural conditions), by using the historical records in the Ottoman and Republican Period. Historical records were combined with instrumental data in the Republican Period, and important events were noted. Ottoman archive records of the consequences of extreme climate events in Anatolia (drought-famine-hunger-migration-diseases-deaths etc.) extend roughly five hundred years ago. However, it is difficult to evaluate since the information of the old records covers a very large area or contains general statements. The records of Central Anatolia Region or Ankara-Konya region where the Mogan-Eymir Lakes are located started to become clear in 1800s. In the Republican period, which corresponds to the instrumental period, at the Ankara Meteorology Station, operated by the General Directorate of Meteorology, has been monitoring the precipitation and temperature data since 1926 and evaporation data since 1961. In addition, floods in the region were recorded by DSI archives and some researchers. According to Ottoman official archive records, studies made by history researchers and instrumental records in the Republican period, during the last three hundred years, notable dry periods in the region where the Mogan and Eymir lakes, are 1873-1875, 1885-1887, 1894, 1897 and 1909-1910. According to the Ankara Meteorological Gauging Station records during the Republican Period, the years or periods with low precipitation are 1926-1929, 1932-1934, 1944-1945, 1950, 1956, 1977, 1992-1994, 2004, 2007-2008. According to the historical data, the Mogan Lake has been dried three times in the last 110 years, in 1910, 1934 and 1938. Also, according to the historical data, it is very likely that the lakes were dried in the severe droughts of 1845 and 1875-1887. All these findings show that the Mogan and Eymir Lake have been reconstructed their ecosystems by drying and re-filling many times over their 8 thousand years of life. Reliable information about flood events in Mogan and Eymir Lake belongs to the last 70 years. Accordingly, 1951, 1957, 1960, 2011 and 2012 are the notable years of floods. Considering the possible impacts of climate change and global warming, it is probable to say that droughts and floods will occur more frequently in the Mogan and Eymir lakes basin and the lakes will be affected more and more from the drought events. Başkent Ankara'nın 20 km güneyinde bulunan Mogan ve Eymir gölleri önemli birer rekreasyon alanı ve sucul ekosistem olmaları yanında kuraklık ve taşkın yönüyle de zaman zaman gündeme gelmektedirler. Çok soğuk kış günlerinde ise göller donmaktadır. Mogan ve Eymir Gölü'nün maksimum derinliği 2015-2018 yılları arasındaki ölçümlere göre sırasıyla 4,7 m ve 5,6 m'dir. Yüzey ve yeraltı suyu akımıyla birbirine bağlı olan göllerin kurumaması ve taşkın kontrolü için 1957 yılında Eymir'in, 1974 yılında ise Mogan'ın önüne kapaklı regülatör inşa edilmiştir. Kurak dönemlerde kapaklar kapatılarak her iki gölden mansaba boşalım engellenmekte, böylece su seviyesinin düşmesi önlenmeye çalışılmaktadır. Yine de, uzun kurak dönemlerde su seviyesi buharlaşma-terleme nedeniyle kayda değer bir şekilde düşmekte, zaman zaman da yoğun yağışlar ve ani kar erimeleriyle taşkın olayları yaşanmaktadır. Örneğin son 50 yıl içinde 1974, 2007 ve 2017 yıllarında Mogan Gölü'nde su seviyesi belirgin bir şekilde düşmüş (ortalamadan 1 m düşük) ve göl küçülmüştür. Göllerde su seviyesi ve akım ölçümleri 1960 yılından itibaren başlamış, ancak zaman zaman kesintiye uğramıştır. O tarihten önce düzenli ölçüme rastlanmamıştır. Bu çalışmada, Mogan ve Eymir Gölü'nün regülatörlerle kontrol altına alınmadan önce, yani doğal koşullar altında kuraklık, taşkın ve aşırı soğuklardan nasıl etkilendiği Osmanlı ve Cumhuriyet Dönemi'ndeki tarihsel kayıtlar derlenerek araştırılmıştır. Tarihsel kayıtlar, Cumhuriyet Dönemi'ndeki aletsel verilerle birleştirilerek, önemli olaylar not edilmiştir. Anadolu'daki ekstrem iklim olaylarının sonuçlarına (kuraklık-kıtlık-açlık-göç-hastalıklar-ölümler vb.) ait Osmanlı arşiv kayıtları kabaca beş yüz yıl öncesine kadar gitmektedir. Ancak eski kayıtlara ait bilgiler çok geniş bir bölgeyi kapladığından veya genel ifadeler içerdiğinden değerlendirilmesi zordur. Mogan-Eymir Göllerinin bulunduğu Orta Anadolu Bölgesine veya Ankara-Konya bölgesine ait kayıtlar 1800'lerde netleşmeye başlamaktadır. Aletsel döneme karşılık gelen Cumhuriyet döneminde ise Meteoroloji Genel Müdürlüğü tarafından işletilen Ankara Meteoroloji İstasyonu'nda 1926 yılından itibaren yağış, sıcaklık; 1961 yılından itibaren de buharlaşma ölçümleri yapılmaya başlanmıştır. Ayrıca bölgedeki taşkınlar DSİ arşivleri ve bazı araştırmacılar tarafından kaydedilmiştir. Osmanlı resmi arşiv kayıtları, tarih araştırmacılarının yaptığı çalışmalar ve Cumhuriyet dönemindeki aletsel kayıtlara göre Mogan ve Eymir göllerinin bulunduğu bölgede son üç yüz yıl içinde belirgin kurak dönemler Osmanlı Döneminde 1757-1763, 1768, 1789, 1794, 1802, 1813, 1815, 1830,1845, 1873-1875, 1885-1887, 1894, 1897 ve 1909-1910 yıllarıdır. Cumhuriyet Döneminde Ankara Meteoroloji İstasyonu kayıtlarına göre yağışların çok düşük olduğu yıllar veya dönemler 1926-1929, 1932-1934, 1944-1945, 1950, 1956, 1977, 1992-1994, 2004, 2007-2008 yıllarıdır. Tarihsel kayıtlara göre Mogan Gölü son 110 yıl içinde 1910, 1934 ve 1938 yıllarında olmak üzere üç defa kurumuştur. Ayrıca, tarihsel kayıtlara göre çok şiddetli olan ve birçok olumsuz sonuçlar yaratan 1845 ve 1875-1887 kuraklığında göllerin kurumuş olma ihtimali çok yüksektir. Bütün bu bulgular, Mogan ve Eymir Gölü'nün yaklaşık 8 bin yıllık ömürleri boyunca defalarca kuruyup tekrar dolarak kendi ekosistemlerini yeniden oluşturduklarını göstermektedir. Mogan ve Eymir Gölü'nde taşkın olaylarına ait güvenilir bilgiler ise son 70 yıla aittir. Buna göre 1951, 1957, 1960, 2011 ve 2012 yılı taşkınların gerçekleştiği yıllardır. Bundan sonraki süreçte iklim değişikliği ve küresel ısınmanın olası etkileri göz önüne alınarak, Mogan ve Eymir göllerinin bulunduğu havzada özellikle kuraklık ve kısmen taşkınların daha sık yaşanacağını ve göllerin kuraklıklardan daha fazla etkileneceğini söylemek mümkündür.
