Italy as one of the significant states in the regional dynamics of Europe and Mediterranean Sea is known to have unique characteristics in terms of strategic culture due to its experience and historical values. Italy in the dynamics of European politics tends to fluctuate and is closely related to the context of interaction between states at certain times. Italy's relations with France have become one example of fluctuating relations that tend to have competitive characteristics with strong rivalry among each other, especially in the dynamics of the Mediterranean region. With the rise of the Conte I Cabinet which includes the populist Five Star Movement (M5S) and Lega parties in Italy, relations between the two states have experienced a strong deterioration on various issues of immigration and dynamics in Africa. As the Cabinet changed and became led by Draghi, the relations between the two states were contrastingly strengthened through the Quirinal Treaty and it has strengthened the interdependency of the two. Through this paper, the author will use a strategic culture approach to understand the implications of the Quirinal Treaty on Italy's strategic cultural identity in the contemporary era. By analyzing the characteristics of Italian strategic culture, the author argues that there has been a shift in the dominance of strategic culture ideas and the perception of Italian threats under Draghi's Cabinet. The dynamics of the Mediterranean region and politics in Europe are understood to have a strong role in Italy's strategic cultural shift. [ABSTRACT FROM AUTHOR]
Italia sebagai salah satu negara yang signifikan dalam dinamika kawasan Eropa dan Mediterania secara historis memiliki budaya strategis yang unik melalui pengalaman dan nilai-nilai historis Italia. Italia dalam relasi dengan aktor lain dapat dipahami sebagai sesuatu yang fluktuatif dan berhubungan erat dengan lingkungan strategis. Relasi Italia dengan Prancis menjadi salah satu bentuk relasi yang fluktuatif dan cenderung memiliki karakteristik yang kompetitif dengan rivalitas yang intens, khususnya dalam hal dinamika di kawasan Mediterania. Dengan terbentuknya Kabinet Conte I yang meliputi partai populis Gerakan Lima Bintang (M5S) dan Lega di Italia, hubungan kedua negara mengalami deterioritasi yang kuat terhadap berbagai isu akan imigrasi dan dinamika di Afrika. Seiring dengan pergantian kabinet menjadi kabinet yang dipimpin Draghi, hubungan kedua negara secara kontras diperkuat melalui melalui Perjanjian Quirinal dan menguatkan interdependensi keduanya. Melalui tulisan ini, penulis akan menggunakan pendekatan kultur strategis untuk memahami implikasi Perjanjian Quirinal terhadap identitas dan kultur strategis Italia di era kontemporer. Dengan analisis dominasi kultur strategis Italia, penulis berargumen terdapat pergeseran dominasi ide kultur strategis dan persepsi ancaman Italia di bawah Kabinet Draghi. Dinamika kawasan Mediterania dan perpolitikan di Eropa dipahami memiliki peran kuat dalam pergeseran kultur strategis Italia. [ABSTRACT FROM AUTHOR]
