Since the 18th National Congress of the Communist Party of China, the focus of China’s education development has shifted from scale growth to quality improvement. The research on quality assurance of Quality-oriented Education in primary and secondary schools is of great value to the further implementation of the fundamental task of fostering character and civic virtue.Quality assurance of Quality-oriented Education in primary and secondary schools is the concept of Quality-oriented Edu⁃ cation as the leading, in order to ensure the quality of school education and student development level meets the requirement of national talent cultivation and people’s demand for high quality education, to establish containing school-based Quality-oriented Education quality standards and process quality management, quality database, quality evaluation and improvement action.It embodies the characteristics of comprehensive quality, value-added development, closed loop management system and internal and external integration. Through establishing the scientific quality view based on core value and individual value integration, the comprehensive quality standard system, the school interior synergy mechanism, quality improvement model of evaluation datadriven, and intelligent evaluation system, to promote the construction of elementary and middle schools education for all-around development quality assurance. 党的十八大以来, 我国教育发展的重心由规模增长转向质量提升。中小学素质教 育质量保障是以素质教育理念为引领, 为确保学校办学质量和学生发展水平符合国家人才培 养的要求和人民群众对高质量教育的需求, 建立内含校本素质教育质量标准, 过程质量管理, 办学质量数据库, 质量评价和改进行动在内的保障体系, 体现了全面质量, 增值发展, 闭合 循环, 内外结合的特征。通过树立基于核心价值统领和个体价值融合的科学质量观, 构建有 效落实立德树人的全面质量标准体系, 健全有序推进学校内部质量保障的制度和协同机制, 建设评价监测数据驱动的质量改进模型以及建立智能评价系统, 全力推进中小学素质教育质 量保障建设.
