What are the competencies required for a professional teacher? What is the vital part of the teacher's professional development process? The questions continue to be a pressing issue in the field of educational research, policy, and legal documentation. In particular, although they have started to train new teachers at the Center for Lifelong Education, the areas of professional activities for teachers, the competencies required to perform, the job requirements are not clear enough, and the job descriptions have not been updated yet (for non-formal education teachers). Therefore, in order to determine the competences of the teacher of lifelong education, the Delphi method, which is widely used in international research in this field, has been used to determine the scope of the professional competences of the lifelong education teacher, and, based on the features of the method, the results were confirmed via focus group interviews. Based on the content of the teacher's competence in the educational policy of Mongolia, especially in the context of teacher’s professional standards, we have considered the personal characteristics, knowledge, abilities, attitudes, and values of the teacher. About 110 participants took part in the study, including specialists from the National Center for Lifelong Education (the former name), teachers and administrators from the capital city and local Centers for Lifelong Education, as well as students majoring in this field. As a result of the research, a total of 80 indicators of the total competence of lifelong education teachers were determined: 12 personality traits, 51 knowledge skills, 9 attitudes, beliefs, and 8 values (Cronbach’s α average 0.766). It can be classified into 7 areas of knowledge and skills: research; differentiated teaching; planning and developing learning; determining and implementing teaching methods; ensuring the professional development of teachers; and, knowledge and skills to create cooperation.
