The article looks at how the U.S. National Science Foundation's annual Survey of Research and Development Expenditures at Universities and Colleges report found that colleges and universities saw a sharp upswing in the amount of money they received for science and engineering research and development in the 2005 fiscal year. The National Science Foundation surveyed numerous institutions that have bachelor's or higher-degree programs in science and engineering and spend a certain amount on research and development in those areas.
