The second part of the study concerning the closing of the Black Sea under the Ottomans presents mainly a memoir of Charles Gavier chevalier of Vergennes, a synthesis of the question of French navigation North to Bosporus at the middle of 18th century. The memoir, conserved in the archives of Ministère des Affaires Etrangères in Paris, was elaborated in 1767 during the embassy of de Vergennes at the Ottoman Porte (1755-1768) and it revealed the conditions of navigation in the Black Sea concluding in the complete closing of this sea to the other ships than bearing the flag of the Grand Turk. This situation is illustrated also by the coins discoveries during the archaeological researches of the author and his collaborators at Qaraharman (today Vadu, department of Constantza). Indeed a small hoard found in the castle of Qaraharman contains only Ottoman coins from the time of sultan Ahmed III (1703-1730). The disappearance of foreign coins and the predominance of the Ottomans currencies of a lesser value is another sign of the closing of Black Sea to the European navigation in the first half of the 18th century.
