This article asserts that making decisions involving the addition of capacity is of the most critical functions of management. Because capacity addition decisions involve a large and sometimes irreversible commitment of resources, management must take care to consider all possible tradeoffs and outcomes, such as the advantages that scattered plants often enjoy when distributing their products and those between the inefficiencies of relatively frequent capacity additions and the opportunity cost of idle capacity resulting from large, infrequent additions.
