The article discusses the benefits of a teacher evaluation system aimed at developing teacher learning as opposed to measuring teacher competence. The author describes a survey of educators he conducted indicating a preference for a focus on development in teacher evaluation systems, and special attention is paid to teaching strategies. Problems the Rapid Assessment of Teacher Effectiveness (RATE) teacher evaluation system, which focuses on the measurement of teacher behaviors such as providing clear lesson objectives, providing examples, and maintaining student engagement and an effective pace are discussed. Other topics include a developmental scale for teachers and rewarding teacher growth.
