Belgian political history was for a long time ruled by three fault lines, determined by religion, community and socio-economic issues. The political scenery was divided between the alternating powers of these three fault lines. This article studies the impact of the socio-economic fault line on the definition of Belgian political history and on the political discord reigning between 1961 and 2010. There has indeed been a discussion on national and international level about the waning relevancy of this fault line. The question is analyzed through the quantitative analysis of the party programmes of two major opponents on the socioeconomic fault line, namely the liberal and the socialist parties. The popular assertion that this fault line gradually had to make room has received some credit but is certainly not entirely relied upon. The attention given to socioeconomic issues has been weakening over the last 50 years in the socialist and liberal party programmes. Yet if we account for the positions taken on the socio-economic fault line, the situation appears blurred. The positional tensions on the socio-economic fault-line did not fade with the same regularity as the attention it was given. There were alternating periods of convergence and divergence. The declining attention for socio-economic issues was probably the result of increasing prosperity. The lessening of class differentiation brought nevertheless other fault lines to the forefront. The shifting tensions on the socio-economic fault line seem to have depended on the economic situation and the ruling economic paradigm. In this sense, the oppositions regarding content tended to increase in periods of economic crisis, and the tension became stronger during periods of paradigm shifts. [ABSTRACT FROM AUTHOR]
L'histoire politique belge a été longtemps traversée par trois lignes de fracture : le philosophique, le communautaire et le socioéconomique. Elles se sont partagé l'arène politique avec une intensité variable. Dans cet article, nous avons analysé dans quelle mesure la ligne de rupture socioéconomique a déterminé l'histoire politique belge et a contribué à la segmentation politique entre 1961 et 2010. Tant sur le plan international que national, des discussions existent quant au caractère significatif de cette "ligne de rupture". Cette question a été appréhendée sur base d'analyses quantitatives des programmes des partis situés aux antipodes de cette ligne de rupture socio-économique, à savoir le parti libéral et le parti socialiste. Ce que l'on a coutume d'affirmer, à savoir que cette ligne de rupture s'est estompée, se trouve certes confirmé mais pas totalement. L'attention portée aux enjeux socio-économiques dans les programmes des partis libéral et socialiste durant les 50 dernières années a, il est vrai, baissé. Mais lorsque ces prises de positions socioéconomiques sont prises en compte, l'image est plus brouillée. Les tensions liées à la rupture socioéconomique ne diminuent pas avec la même linéarité que l'intérêt que les partis portent à cette question. Des périodes de convergence alternent avec des periods de divergence. La diminution de l'attention portée aux thématiques socio-économiques s'explique vraisemblablement par la croissance du bien-être. L'atténuation des différences de classes a probablement contribué à mettre d'autres ruptures à l'avant-plan. L'évolution des tensions liées aux enjeux socio-économiques semble en relation avec la situation économique et le paradigme économique dominant. Les oppositions en termes de contenu des programmes s'accroissent dès lors que la situation économique se dégrade et c'est en période de changement de paradigme que les tensions sont les plus vives. De Belgische politieke geschiedenis werd lange tijd beheerst door drie breuklijnen : de levensbeschouwelijke, de communautaire en de sociaaleconomische. Met wisselende kracht verdeelden ze de politieke arena. Dit artikel wil onderzoeken in welke mate de sociaaleconomische breuklijn tussen 1961 en 2010 de Belgische politieke geschiedenis heeft bepaald en voor politieke verdeeldheid zorgde. Dit is een interessante periode aangezien verschillende nationale en international auteurs wijzen op het afgenomen belang van de sociaaleconomische breuklijn sinds de Jaren I960. Maar in welke mate geldt dit ook binnen de Belgische context? Deze vraag wordt beantwoord door de partijprogramma's van de twee antipoden op deze breuklijn, de liberale en socialistische partij, kwantitatief te analyseren en hun wisselende posities op de sociaaleconomische links-rechts breuklijn weer te geven. Hiervoor wordt in de traditie van de historici van de "nieuwe scholen" een methodologische uitstap gemaakt naar de sociale wetenschappen. De vastgestelde evoluties worden getoetst aan de bestaande literatuur omtrent het sociaaleconomisch conflict op partijpolitiek niveau. Op die manier wordt gepoogd om te anticiperen op de belangrijkste kritiek op het hanteren van deze technieken uit de sociale wetenschappen voor historisch onderzoek, namelijk dat het feitenmateriaal niet verwaarloosd mag worden.
