Employing research from his doctoral dissertation, the author breaks with the consensus position that the first meeting of the House of Assembly of Lower Canada on December 17, 1792, marks the beginning of parliamentarism in Quebec. Instead, he traces a rudimentary form of parliamentarism back to 1764 and shows how it developed over nearly 30 years. [ABSTRACT FROM AUTHOR]
Se fondant sur des recherches effectuées pour sa thèse de doctorat, l’auteur présente une position qui va à l’encontre de l’interprétation consensuelle voulant que le point de départ du parlementarisme québécois a été la première réunion de la Chambre d’assemblée du Bas Canada, qui a eu lieu le 17 décembre 1792. Il montre plutôt que le parlementarisme dans la province de Québec existait sous une forme rudimentaire à compter de 1764 et explique comment il s’est développé pendant près de 30 ans.
