Piedmont was often a first stop in the Italian peninsula for French emigrés during the revolutionary period. Started in September 1789, the movement intensified with the fall of the monarchy, the deportation of priests and the invasion of Savoy and the county of Nice. The archival holdings of the Secretariat of State for Internal Affairs, which make it possible to reconstruct the attitude of the Sardinian authorities until 1799, are considered here only for the year 1792. Following the Manifesto senatorio of 29 September 1792, surveillance procedures were reinforced. The French were persecuted, sometimes geographically redistributed and more often expelled along carefully controlled routes. Although, more than anything, this was a way to show the rigour of an administration charged with defending the integrity of what was left of its territory – faced with the threat of the French – several exceptions were made, reflecting the government’s concern to maintain ties with some of its former subjects or to show compassion towards priests and weaker subjects.
